John Otto is the only National Park Service custodian ever to be locked up three times for insanity - for promoting ideas like the eight-hour workday, transcontinental highways, and equal rights for women.  Waving his release papers from the Napa County Insane Asylum in California, he would later ask people in Grand Junction if they could prove they were sane.  Otto's flamboyant manner of addressing current issues led to the establishment of the Colorado National Monument in 1911.
